Since more people are getting involved in the actual confrontation and tagging with so many would be kind of a nightmare, what if Billy pulled a Wanda and summoned a bunch of enemies for the other people to fight/defend Teddy from? That would take the pressure off a multi-character thread and give us some room for the Teddy versus fake!Teddy confrontation.

In Avengers Disassembled/Children's Crusade she pulled in Ultron bots, Kree, etc. Billy could do that or create fake cultists/kidnapping robots. Could be fun.
