While it can't make someone fly, it likely would be enough to levitate a pen or pencil and move it around as one wishes since we know the wind sure can blow a pencil away. Just would likely take a lot of practice to do it to the skill Hugo shows in that art and not have it turn out like Yunica's sketch (she's the girl on the right).
